(Adnkronos) - I due centri per migranti in Albania saranno operativi dalla prossima settimana. Lo ha annunciato il ministro dell'Interno Matteo Piantedosi. "Noi contiamo di partire già dalla prossima settimana, poi speriamo di no: perché significherebbe non aver bisogno di portare lì delle persone. Tutto dipende da ciò che accade nel Mediterraneo e dalle attività dei trafficanti", ha detto nel corso della Festa dell’ottimismo del Foglio a Firenze.
"Non ci sarà nessuna cerimonia di apertura - aggiunge Piantedosi - ci andrò se necessario per ricognizione. Né ci sarà alcun taglio di filo spinato: i centri che stiamo realizzando in Albania sono analoghi a quelli realizzati sul territorio nazionale, sono di contenimento leggero, non sono Cpr anche se una parte è dedicato al trattenimento e all’espulsione. Non c’è il filo spinato ma l'assistenza: viene data la possibilità di fare domanda di protezione internazionale e vederla risolta nel giro di pochi giorni. Se il sistema manifesterà tempi rapidi, per sapere se le persone sono ammissibili di protezione internazionale o meno, e quindi da espellere e da riportare indietro, ci sarà sicuramente un fattore di deterrenza" ha concluso il ministro.
La premier Giorgia Meloni, parlando al termine del summit Med9 a Cipro, aveva spiegato che "partirà probabilmente tra qualche giorno in termini operativi il protocollo che ormai tutti conoscono tra Italia e Albania che vuole essere esattamente questo: una soluzione innovativa in tema di governo dei flussi migratori, di lotta ai trafficanti di esseri umani".
Sul piano Italia-Albania incombe tuttavia la spada di Damocle della Corte europea. Con la sentenza di venerdì 4 ottobre, i giudici in Lussemburgo hanno infatti bocciato la definizione di “Paesi d’origine sicuri” utilizzata dall’Italia nel piano, minando le fondamenta legali su cui si basa l’accordo con Tirana. Questo stop potrebbe far saltare l’intero piano, mettendo il governo Meloni davanti a un bivio complesso da gestire.
L’intesa siglata tra Italia e Albania prevede la creazione di centri di accoglienza in territorio albanese, nei quali migranti adulti maschi provenienti da Paesi definiti “sicuri” dovrebbero essere trattenuti mentre viene esaminata la loro richiesta di asilo.
Il primo di questi centri dovrebbe aprire a Gjader, nel nord dell’Albania. Tuttavia, la recentissima sentenza della Cgue ha messo in dubbio l’intero impianto normativo su cui si fonda questa strategia. La Corte ha infatti chiarito che il concetto di Paese d’origine sicuro, così come applicato dall’Italia, non è conforme alla normativa europea vigente.
