(Adnkronos) - Sono iniziati stamani alle ore 9.00 i lavori della prima giornata della decima edizione di StatisticAll, il Festival della Statistica e della Demografia, con il patrocinio della Commissione Europea e in collaborazione con il Parlamento Europeo. Quattro i giorni di eventi dedicati alle “Statistiche senza frontiere. Fiducia, etica, sistema: il futuro dei dati in Europa”di StatisticAll. Nel ricco panorama degli interventi nello speech “Generazione Erasmus o fuga di cervelli? Un racconto delle migrazioni in Europa - tenutosi alle 9,30 in piazza Borsa - Delfina Licata (Fondazione Migrantes), Francesca Licari (Istat), Eleonora Voltolina (Forum Repubblica degli Stagisti) e Giulia Pastorella (Azione) moderati da Massimo Taddei (Giornalista economico) si sono confrontati sul fenomeno delle migrazioni dei giovani in Europa articolato su due dinamiche interconnesse. Â
L’emigrazione dei giovani laureati all’estero può essere interpretata positivamente, se vista come un’esperienza transitoria di crescita e formazione professionale da reinvestire successivamente al rientro in patria. Pastorella è partita da un’analisi delle condizioni retributive penalizzanti per i giovani (la retribuzione degli stagisti è comunque migliorata negli ultimi 10 anni) fino ad arrivare a riflessioni sulla libertĂ dai legami familiari e di cura che li porta a cercare opportunitĂ all’estero: nel 2021 su 14.000 richieste pervenute alle organizzazioni internazionali 5.000 erano italiane. Â
La differenza con gli altri Paesi europei è sostanziale: i giovani che emigrano in altri Paesi tendono poi a ritornare in patria, ma questo non avviene per i giovani italiani. E su questo problema la politica non manifesta troppa sensibilitĂ . Il termine “fuga dei cervelli” per Licata è un temine desueto perchĂ© negli ultimi 20 anni a migrare sono anche i meno qualificati: su 10 giovani che partono solo 4 sono qualificati. Cresce anche il numero di famiglie che partono con minori. Diverse le motivazioni: la ricerca di lavoro, una migliore retribuzione ma anche realizzazione di se stessi, desiderio di genitorialitĂ , facilitĂ di accesso ai servizi.Â
Il punto di vista Istat della Licari si è concentrato sui dati delle migrazioni interne: su 2 milioni di spostamenti anagrafici il 75% è all’interno dei confini, tra le regioni, Emilia Romagna e quelle del Nord-est restano le piĂą attrattive. Dal 2002 al 2022, 330 mila sono stati gli spostamenti interni e 45 mila verso l’estero. Sempre in Piazza Borsa alle ore 10,30 si è svolto il dialogo “Coesione, autonomie e territori: come costruire un’Europa piĂą giusta” con Giovanni Vetritto (Presidenza del Consiglio dei Ministri), Roberto Samar (Comune di Gorizia), Massimo Armenise (Istat) e Sabrina Lucatelli (Associazione culturale Riabitare l’Italia) moderati da Rosaria Amato (La Repubblica).Â
Il principio “nessuno resti indietro” alla base delle politiche di coesione Ue è unico al mondo per promuovere la giustizia sociale e ridurre le disparitĂ economiche, sociali e territoriali a vantaggio soprattutto delle Regioni italiane, che sono tra i principali beneficiari dei fondi europei per la coesione. Proprio le differenze territoriali sono state l’oggetto dell’intervento di Amato. Il Mezzogiorno ha la metĂ del Pil pro capite del Nord, la disoccupazione piĂą alta e il maggiore spopolamento, e i fondi del PNRR non sembrano colmare le disuguaglianze.Â
Grande la diversificazione nazionale tra cittĂ metropolitane, aree rurali, aree interne, aree collegate da alta velocitĂ analizzate da Armenise. I ritmi di crescita europea sono distanti: soltanto una regione italiana si colloca tra le prime 25 dell’UE27. Importante può essere il supporto offerto dai dati puntuali dei Censimenti per le scelte amministrative e di policy dei territori, per contrastare, come osserva Lucatelli, anche lo spopolamento delle aree interne che stanno subendo i tagli economici subiti e l’incertezza dovuta all’autonomia differenziata.Â
Ritorna il principio einaudiano conoscere per deliberare citato da Vetritto e Armenise che richiamano l’importanza del capitale umano e delle competenze anche per le realtĂ locali. Le sessioni mattutine si chiudono con lo speech “Uguaglianze, discriminazioni e diversity policy: dati, divari e diritti”. Cristina Freguja, (Istat) Linda Laura Sabbadini, (Statistica, Chair Women20) Agnese Canevari (Dipartimento Pari OpportunitĂ -Unar) Tommaso Vitale (Istituto di studi Politici di Parigi) moderato da Stefania Schipani (Istat) affronta il tema contemporaneo nazionale e internazionale sulla giustizia sociale, i diritti umani e le politiche di inclusivitĂ .Â
Schipani introduce Freguia che ricorda come l’Istat abbia investito molto nelle indagini sui fenomeni sommersi e discriminanti con metodologie complesse volte ad analisi multidimensionali e intersezionali. citando l’indagine condotta giĂ dal 2011 sugli “invisibili”. Importante il punto di vista internazionale esposto dalla Sabbadini nella sua esperienza come Chair Women20 nei Paesi del G20, i quali ancora esprimono scarsa sensibilitĂ per il fenomeno discriminatorio e stentano a destinare adeguate risorse economiche nel processo di conoscenza statistica di tali tematiche. Brasile, Russia, Arabia Saudita non hanno ancora pianificato indagini sulla violenza sulle donne, mentre l’Italia giĂ dal 1990 ha iniziato la costruzione di statistiche sociali con metodologie diverse e specifiche portando avanti “la statistica dei diritti”.Â
Canevari ha descritto la proficua collaborazione del progetto di ricerca tra Unar Istat finanziato con fondi europei sulla discriminazione in ambito lavorativo per gli LGBT+. Ha concluso il talk Vitale con la descrizione del lavoro svolto in Francia dalla Commissione Nazionale sui diritti umani. Nel primo pomeriggio le attivitĂ continuano con l’incontro “Sicurezza e cybersecurity dei dati: una lettura delle crisi aperte” Giuseppe D’Acquisto (Garante Privacy), Stefano Marzocchi (Agenzia per la cybersicurezza nazionale) e PierGuido Iezzi (Tinexta Cyber) moderato da Cecilia Colasanti (Istat).Â
Qualsiasi fenomeno sociale, economico, di interazione tra individui, organizzazioni od oggetti, quindi qualsiasi crisi, è oggi digitalizzata e immediatamente trasformata in dato che, come osserva Mazzocchi, in un contesto sempre piĂą complesso, dev’essere sicuro e di qualitĂ . Nel talk “I comuni nella nuova governance Europea della finanza pubblica”, con Eleonora Luciani (UniversitĂ Ca’ Foscari Venezia), Marcello Degni (UniversitĂ Ca’ Foscari Venezia) Andrea Ferri (Anci-IFEL) Andrea Benettin (BFF Banking Group), Alessandro Canell (Istituto per la finanza e l’Economia locale), Gianluigi Sbrogiò, (Gruppo Kibernetes ) condotto da modera Stefano Campostrin (UniversitĂ Ca’ Foscari Venezia), si ricorda l’importanza delle riforme per la sostenibilitĂ del debito pubblico e la promozione di una crescita economica piĂą equilibrata e inclusiva.Â
La nuova governance europea richiede un approccio multilivello che coinvolga tutti gli attori istituzionali e che tenga conto delle specificitĂ del contesto locale. Nello speech che chiude la giornata “Spritz Statistico: Un’altra Europa è possibile? La governance europea e il suo futuro” dialogano Francesco Saraceno (OFCE Sciences Po (Parigi) ed Elisabetta Segre (Istat). L’Europa è all’ennesimo bivio della sua travagliata esistenza, con l’inflazione che torna rapidamente sotto controllo, occorre tornare a concentrare l’attenzione sulle sfide strutturali che il vecchio continente deve affrontare.Â
Il Patto di stabilitĂ , le politiche della concorrenza, lo statuto della Bce, sono state pensate negli anni Novanta per ridurre al massimo l’intervento dello Stato nell’economia, e sono chiaramente inadatte ad incorporare il nuovo paradigma che a partire dal 2008 si sta lentamente affermando nell’accademia e nelle grandi istituzioni internazionali.Â
