(Adnkronos) - In Italia tra le forze dell'ordine è frequente il "racial profiling", la profilazione razziale, cioè controlli e fermi di polizia basati sull'origine etnica. Inoltre, le autorità non paiono essere "consapevoli" dell'entità del problema. Lo sottolinea la commissione contro il razzismo e l'intolleranza del Consiglio d'Europa (Ecri), organizzazione internazionale non Ue con sede a Strasburgo, in un rapporto sul nostro Paese pubblicato oggi. Â
La delegazione dell'Ecri, si legge nel rapporto, è venuta a conoscenza di "molte testimonianze sulla profilazione razziale da parte delle forze dell'ordine, in particolare verso la comunità Rom e le persone di origine africana". Queste testimonianze, che riferiscono di "frequenti fermi e controlli basati sull'origine etnica", sono confermate anche dai rapporti delle organizzazioni della società civile e di altri organismi di monitoraggio internazionali specializzati. Tuttavia, "le autorità non raccolgono dati adeguatamente disaggregati sulle attività di fermo e di controllo della polizia, né sembrano essere consapevoli dell’entità del problema, e non considerano la profilazione razziale come una forma di potenziale razzismo istituzionale". Â
All'accusa lanciata dall'Ecri arriva a stretto giro la risposta della presidente del Consiglio Giorgia Meloni: "L'Ecri, organo del Consiglio d'Europa, accusa le forze di polizia italiane di razzismo? Le nostre Forze dell'Ordine sono composte da uomini e donne che, ogni giorno, lavorano con dedizione e abnegazione per garantire la sicurezza di tutti i cittadini, senza distinzioni. Meritano rispetto, non simili ingiurie". Lo scrive in un tweet la presidente del Consiglio, Giorgia Meloni.Â
La profilazione razziale, sottolinea l'Ecri, "ha effetti notevolmente negativi", perché genera un senso di "umiliazione ed ingiustizia" per i gruppi coinvolti, provocando "stigmatizzazione e alienazione". È inoltre "dannosa per la sicurezza generale", in quanto "diminuisce" la fiducia nella polizia e contribuisce alla tendenza a non denunciare i reati. Per la commissione, dunque, le autorità dovrebbero sottoporre le pratiche di fermo e di controllo/perquisizione della Polizia ad un esame indipendente. L'esame dovrebbe essere condotto con la partecipazione attiva delle organizzazioni della società civile e dei rappresentanti dei gruppi potenzialmente esposti alle pratiche di profilazione razziale". Â
Dovrebbero essere sensibilizzati i funzionari delle forze dell'ordine sulle pratiche che possono potenzialmente condurre alla profilazione razziale, con effetti nocivi sulla fiducia dei cittadini nella polizia, nonché per identificare modelli indicativi di razzismo istituzionale all'interno delle forze dell'ordine, "in particolare nei confronti dei Rom e delle persone di colore o di origine africana".Â
